Homeschooling in Florida: Requirements, Freedoms, and What to Expect

Homeschooling in Florida gives families more freedom than most realize. The laws are clear, the requirements are manageable, and families have significant freedom in how they design their educational program. If you’re a Florida family considering homeschooling, here’s everything you need to know to get started with confidence.

What Florida Law Requires

Florida’s homeschool statutes are found under Florida Statute 1002.41. The requirements are as follows:

Notice of Intent: You must file a written notice of intent to homeschool with your county school district within 30 days of beginning. This is a simple, one-time filing (renewed each year if you continue homeschooling).

Portfolio of Records: You are required to maintain a portfolio of educational materials and work samples, including a log of educational activities, samples of the child’s work, and any other materials you choose to keep.

Annual Evaluation: Each year, your child must be evaluated. Florida offers several options, including a standardized test administered by a certified evaluator, a portfolio review by a certified Florida teacher, or a review by a psychologist. You choose whichever option works best for your family.

The Umbrella School Option

Florida also allows families to homeschool under a private umbrella school (also called a cover school). Under this option, you enroll your child in a private school that serves as the legal “cover” for your home education. The umbrella school maintains the enrollment records, so you are not required to file a Notice of Intent with your county school district or submit to the annual portfolio evaluation process.

This is a popular choice for Florida homeschool families who prefer less government oversight while still operating within a fully legal structure. Many umbrella schools are faith-based and offer varying levels of support, from record-keeping only to full curriculum guidance.

Both the traditional homeschool route (Florida Statute 1002.41) and the umbrella school option are legitimate, legal ways to homeschool in Florida. The right choice depends on your family’s needs and preferences.

What Florida Law Does NOT Require

Homeschooling in Florida does not require a teaching degree or certification. Florida does not require state approval of your curriculum. Florida does not require you to follow a specific daily schedule or number of school hours. You have significant freedom in how, when, and what you teach.

Finding Community in Florida

One of the best parts of homeschooling in Florida is the large, active community. From local co-ops to statewide associations to online programs like Get Classically Educated, you’ll find no shortage of support, resources, and connection. Many Florida homeschool families also take advantage of Florida’s Dual Enrollment program, which allows high school-age students to take college courses at no cost.

Scholarship Options in Florida

Florida offers several scholarship programs that homeschool families may be eligible for:

  • Family Empowerment Scholarship (FES-EO) AKA PEP — Available to eligible K-12 students, this scholarship provides funding for approved educational expenses including curriculum, tutoring, and program fees.
  • Personal Learning Scholarship Account (FES-UA) — Designed for students with special needs, this account covers a wide range of educational services and materials.

Get Classically Educated’s live online program and curriculum-only options may qualify as approved expenses under these scholarships. We recommend contacting your scholarship funding organization to confirm eligibility. Learn more about our programs here.

Starting Well in Florida

When you’re ready to begin homeschooling in Florida, your first two steps are: (1) file your Notice of Intent with your county school district, and (2) choose your educational approach and curriculum. From there, you’re officially a homeschool family — and a very well-supported one at that.

Florida’s homeschool laws give families real freedom while also providing a clear, manageable structure. Once you know the rules, you’ll find they leave plenty of room for the kind of thoughtful, personalized education that only homeschooling can provide.
